Jem: I ah, find her to be a most admirable girl in all respects.Q: If Tessa chooses Will, will you marry me?
Jem: Tessa and Will? Oh, I don’t think… that doesn’t seem likely.Q: Why do you think Will & Tess are unlikely?

Tessa runs the Pandemonium Club in New York. My basis: that Mortmain told her he made her, so maybe, at some point, she’s left in charge of the NY branch or the whole “company”. Also, she’s a warlock like the Dark Sisters. Ok, maybe not exactly like the Dark Sisters but you get my point.
I’m going to re-read Clockwork Angel to see if there’s something more to polish my theory.
